I’m probably being biased here, but I’d say the Flash would win…

It depends on which universe they’re in. The Speed Force allows Flash to go faster than Quicksilver can, but Quicksilver can also tap into it if he’s in the DCU, meaning he can go even faster than his mutant powers allow him to, and in turn faster than Flash can with the Speed Force alone. In the Marvel Universe there is no Speed Force so the Flash would just run at normal speeds while Quicksilver still has his mutant powers. 

You’d need some sort of godlike interference to create a situation where the Flash would be able to tap into the Speed Force while Quicksilver would just be at his normal speed and then they could race, in which I don’t doubt that Flash would win. Otherwise, given previously established crossover rules, it’d be Quicksilver.
